you're looking at a live shot of the parliament building in ottawa, canada, where the shooting happened today. thanks for being part of "the real story" coverage. now let's head over to shep. >> continuing coverage of breaking news here at the top of the hour. quoting now, today could be the day that changes everything. those words from a member of canada's parliament live on local television after an attack on that country's military and government. we do not yet know who is behind today's shootings. i can tell you, though, that yesterday canadian officials reportedly -- reported they were increasing chatter from terrorists on-line and the government raised the terror threat level in canada from low to medium across the nation. we want to update what happened because the story from police has been changing. they now say shootings happened at not four but two locations. first at the war memorial about which we've been speaking for much of the day.

this is where it all began, where police say a gunman shot and killed a soldier who was standing guard there. a ceremonial soldier a reservist, walked up to him and shot him in the chest. then as the police reports go, the gunman entered parliament across the street and opened fire. we have many accounts from police that this was a walk across. it was described earlier today as a slow, methodical walk up to the soldier here, and then a walk from here to the parliament building. i'm told this is about 200 yards once you make the zigzag that's necessary. there were other reports that he may have been in a car. police are downplaying that. officers shot the gunman dead here inside the parliament building, but not before there was a lot of shooting that went on. police now say there was no shooting at the shopping mall. remember we were saying earlier that up there at the centre, this shopping mall there were reports of it, a number of 911 calls, but it never actually happened. and another place the chateau laurier hotel, we were reporting this in the 1:00 eastern time hour there were shots fired

here. there were reports of that. they got 911 calls that there were shots fired here, but police say none of that was true. as we've said so many times as news break, the first reports are many of them inaccurate. and according to police, they were today. so shootings at two places, the war memorial where the soldier was shot and killed, and then a walk to the parliament building where many, many rounds went off and possibly a second shooter. that's what they've been saying. police say they can't rule itno. but it's sounding more and more like this was one person. we say that because the only confirmed shootings go like this. somebody got out of a car, we have a' seen the car, it's parked, it's still, has no license plates. walked up to this. shot one person in the chest. walked over there and began firing. now that's a secure building. how did he get in there? that we don't yet know. back on parliament hill a reporter captured the chaotic scene inside.

so if you're like me with all the echoing you can't tell how many shots were fired and maybe cabinet members couldn't either but one cabinet member has said publicly to the police he counted at least 30 shots in the building. we'll have confirmation on that at some point. at this moment it's really immateri immaterial. what we have is a dead soldier and apparently, apparently a dead suspect. and it seems at least at the reporting right now, that's it. if there is a second suspect, we have no eyewitnesses to the second suspect. if there were other shooting scenes which people reported were and police checked out they no longer exist. was things one person and could this person have been the same person who ran over two military

personnel a couple of days ago and killed one of them in canada? it's possible. we have nothing on that matter confirmed. we do have this picture from inside parliament as it was all going down. look at this. they stacked chairs up against the the door because authorities said barricade yourself in place. they were afraid there was a second gunman. they put the chairs against the door. you can see tripods from the media and such. everything was under way at the time. it was a normal work-day. people taking shelter. this comes after the other attack on monday on canadian soldiers in quebec as i mentioned. police say a radicalized muslim as police describe him ran over two soldiers with his car. one of the soldiers died. cops later shot and killed the driver. investigators say he left facebook posts that showed he wanted to join with militants overseas. let's bring in constable mark suesy with the police department. is there anything more you can add to the reporting today? is there a second suspect? are you searching for one? >> we're still actively

searching until we can definitely say there are no more suspects, we'll continue to search. >> that makes perfect sense. but the chateau laurier and at the mall, neither were shoot scenes despite the 911 calls, right? >> despite the 911 calls after further investigation we've determined there was no shots fired at those locations. >> that's great news. we know the one, the suspect in the shooting at the war memorial is -- has been shot and killed and we know that the soldier at the war memorial has been shot and killed. any other injuries to report at all? >> my understanding maybe more injuries as far as minor injurieses from people trying to hide or running away, but nothing serious. >> that's great to hear. one mp said he counted as many as 30 shots fired inside the parliament buildings. whether that's true or not is a matter for a later date. all of those shots fired and yet no one hit inside parliament. either of the parliament buildings as far as we know, right? >> as far as i know, yeah.

as far as the number of shots i'm not sure. >> what's the status on the lockdown that was in place up on parliament hill and in ottawa in general? >> well, the immediate area around the parliament hill is still under lockdown until we complete the search. so we're asking people to stay away from windows and rooftops and follow the advice of the security agencies that run their buildings. >> at one point, again, constable, with the ottawa police department on the line with us live, earlier there were reports and we saw video there were checkpoints leaving the area trying to make sure there were no other suspects. checkpoints along the river that separate the two provinces. is that still the case? is. >> i believe to a lesser degree it is still the case because we're not letting anyone in or out of the immediate perimeter or crime scene area. >> is there any information on the suspect who is now deceased that you can share with us? >> no. the investigators are going to look into his background and try

to figure out if and why he was doing this. >> i heard witnesses describe this man who's been shot and killed as a short white guy. that's all i heard. can you confirm that or tell us any more about him? >> no. i don't have any information on him. i don't even have a description of the suspect. >> then there's this car that is outside parliament hill or somewhere on parliament hill which one mp described driving past this morning on the way to work. said it was very strange to me i drove by a car with no license plate n a place you can't park and then he realized the scene. is that car connected and do you know anything about the car? >> i know about the car. it's an area that we're investigating to see if it's connected to all this. >> this is a live picture of that car with no license plate and that et a no parking zone. it appears to have a lot of your attention. is the early thinking though you can't confirm it, that's how this gunman got there and maybe there were no accomplices? >> that's part of the investigation. those are stuff i can't divulge

at this time. i don't know. >> understood. constable sousy, i believe you've told us all you can and i thank you for it. all the best. let's bring in our intelligence correspondent katherine live in washington this afternoon for us. i know homeland security folks and fbi and others have been working with the canadians. what are your sources telling us where we are now some. >> within the last few minutes a homeland security official provided this statement to fox news that reads in part at this time there is no specific reporting to indicate that ongoing events in canada pose a threat to the united states. nevertheless, we will continue to provide relevant information to our stakeholders, that's government speak for those who are connected to homeland security and the broader public. earlier today the secretary of homeland security jeh johnson we're told was given a full briefing on the shooting with an emphasis on what may be a level of coordination with more than a single suspect, as well as the chain of events leading up to this incident.

a law enforcement source confirmed to fox news that the fbi is helping canadian authorities in ottawa, in addition the fbi field offices have been told to raise their alert posture, given today's shooting and last week joint intelligence bulletin warning military and law enforcement of a spike in isis shatter calling for attacks on military and law enforcement personnel, but you should not draw the conclusion that those two things are connected at this point, shepard. >> that's a really good point. we read a lot about this chatter that was happening in advance and it was quite the talk within intelligence circles. do you have any specifics some. >> i do. counter terrorism source tells fox news, someone familiar with the information that's being gathered, that there was, in fact, a spike in isis-related chatter targeting canada in the five days leading up to this incident and the chatter focused specifically on canada's decision to join the coalition, including threats and this was described to uss as part of a translation that the day of

reckoning is coming. in addition, there has been no claim of responsibility from any extremist group so far for today's shooting nor is there confirmation that a shooter or other suspects are linked to any known terrorist groups. isis followers have begun to go to twitter and comment on this incident. fox news was told also that it's important for u.s. investigators to understand why the canadians seem to be caught so flat footed, if you will, surprised, as they said at that news conference. >> that was interesting to me, katherine, because over our reporting over the past few months, there was first the report that canada would be targeted and then there was the report from canada in the last few days as they raised their alert level, and yet they seem surprised. i'm not doubting them not knocking them, i'm just surprised they were surprised because nobody else was. >> if i was going to decode it for you, it's not so much a case of the left not knowing what the

right is doing. these two things can actually be all in the same page and what i mean by that is, you have a spike in this chatter, in this case we're talking about social media, and individual accounts that are described as credible isis accounts because they put out messages that are not challenged by other followers and they have a broad following. you have that in one column. then in the other column you have this event today, which may be totally unconnected and even if it was connected if the canadians were caught by surprise, if it was not in the chatter, that really is the signature if you will or the hallmark of a lone wolf attack, a lone wolf attack, whatever this turns out to be, is an individual who is kind of a self-starter, who initiates the action or maybe does so with a very small group of people. this is not someone who's taking direction from a foreign individual or even a foreign group, shep. >> we shall see.

14 minutes past the hour. continuing coverage of the shootings in the capital of canada. police there say a gun map shot and killed a soldier at the war memorial, the national war memorial and then opened fire inside parliament buildings. cops say they killed the gunman. yesterday officials in gunman raised the terror threat level from low to medium. in canada they reported increased chatter on-line from terrorists as katherine just reported. at the same time islamic state militants have been calling for attacks on western militaries and law enforcement. also, on monday, just this past monday, police in quebec say a man ran over two soldiers with his car. one soldier died. cops say they eventually killed that driver. they say the man had converted to islam and become, quote, radicalized, unquote. two weeks ago canadian lawmakers gave the okay for up to six months of air strikes against isis. not in syria, only in iraq.

and no troops on the ground from canada. once again, we do to the know who was behind today's shootings. trace gallagher has the rest of the news. police say they've been tracking the driver who attacked the soldiers, right, been tracking him before he did the attack? >> yeah. in fact, shep, back in june, they had contact with 25-year-old martin rouleau after he posted those rants on facebook. started calling himself ahmed rouleau and go to syria and fight for isis. in july they arrested him when he ride to leave canada to go to the middle east. they confiscated his passport but they said they tried to talk him out of his obsession with radical islam and they say he was actually saying that he wanted to change his ways and that he did not appear violent, but overall, they said their hands were pretty much tied. listen to this. >> it's difficult to do more

because we cannot arrest someone for thinking, for having radical thoughts. it's not a crime in canada. unless we have indications, clear indication of what he was doing, it was very difficult to prevent and stop him. >> fascinating. they knew who he was, they were following him, still could not stop him. last time police had contact with ru rouleau was back on october 10th, 11 days before the attack. >> i've heard police say up there, trace, this suspect, who's now dead after running over the soldier was proud. how did they know if he was proud of it if they shot and killed him? >> right after he ran down those two soldiers he called 911 quickly claiming responsibility and police say that he wanted to make sure that he got credit for this attack. as you said, they did later kill him, but then isis immediately

declared him a martyr. remember it was last month that isis issued its supporters an urge to go out and kill canadian soldiers to single them out and then to, quote, run them down with your cars. canadian police say this was definitely an act of terrorism. shep? >> trace gallagher with us from our los angeles news hub, thanks. officials with the national hockey league postponed tonight's game between ottawa and toronto. the ottawa senators set to host the toronto maple leafs in an arena outside ottawa. a rep for the maple leafs says in part i, quote, we have been witness to some terrible events but thankful to those brave men and women for their tireless service in protecting everyone's safety, unquote. a move like this from the national hockey league not unprecedented. league officials postponed a boston bruins game against the senators on the day of the boston bombings. a source tells fox news the fbi has raised its alert level,

whatever that means, and is now helping the canadianss with their investigation. ahead we'll speak with a former fbi assistant director about how this is going to move forward and in addition, i'll bring you the words of a member of parliament who says he was but ten meters away from the suspect, saw him on the way into parliament. and then considered his options. labor minister, the province of alberta, labor minister, was at the building and saw the gunman and gave a quote to quebec corps media incorporated. i want to read it to you. this is the labor minister from alberta speaking. he says, a brown toyota core row la with no license plate roared up the street and screeched to a halt ten meters from us, right, and the gunman walked right toward us. the gunman was coming right toward me, says this member of parliament. he goes on to say, i considered my options, labor minister, i meant, i considered my options, i was close enough i didn't know whether i had to attack to save myself or run. i didn't think i could get to him before he could pull the trigger so i ran. he goes on to say, there was nothing but an open parking lot for 20, 30, 40 meters so i booked it across looked over my shoulder and i found a car and ducked behind it. he goes on to say he apparently wasn'ted interested in me. he walked around the corner of the east block toward the parliament buildings. there's a center block the one

with the tower and the library, west and east block, he says the gunman walked over to the east block and it's in that east block where all of this went down. in the meetings in ot ta said the gunman had wavy hair about shoulder length, was medium height and wore a three quarters to full length coat and carried and i, quote, what seemed like a very long gun barrel or barrel gun, he says, unquote. so that from the labor minister from the province of alberta who saw it, saw the gunman headed for the building, figured i can't stop him, i'm not armed, i can't stop him, he'll shoot me before i can and i'm running. minutes later all the shots inside the east block parliament building. according to authorities in ottawa nobody got hurt inside that building. cops say there were two people dead, though. the gunman and this victim. a soldier standing guard at the war memorial. law enforcement sources confirm to fox news the fbi is now

helping canadian authorities in ottawa at about the same time fbi officials tell us that the field offices need to remain vigilant in light of reports of increased terror chatter on-line. but fbi officials say they are not raising their threat level. bill gavin a former as sistent director for the fbi in new york and with us live this afternoon. we don't know who carried this out. it could be a copycat, lone wolf, anything. but the following fact remains, they have promised us they are coming. i don't know who we are to doubt them. >> shep, you're right on target. they have promised us they're coming. and just to back up for a second, the symbolism of killing that young soldier at the war memorial that individual who was bound and dutiful to protect those who have given their lives for their country, is drastic symbol and one that really blends to me of -- smells of

terrorism and in addition to the act of running over the -- those two soldiers the day before in quebec. >> the act in quebec, a driver who has since been killed, ran over. detailed the facebook posts. we know what his leanings were. in this case we don't toe who this guy was, what his motivation was, but we do know, bill, they've promised canadians they are coming. they promised them specific to their country. i'm guessing that they'll start reevaluating security. but in the united states, our security is very high, bill. >> yes. our security is very high, shep. what they're doing, they are, in fact, looking at alls aspects of security throughout canada and throughout the united states. we will assist them because the legal attashshe in the embassy is an employee. they will bring all the law enforcement intelligence and they do on a daily basis, of

course, bring that now to the canadians and assist in any way they possibly can. this is a despicable act and while there's not enough facts to support a definite conclusion at this particular point in time because we don't know all the information, it is, if my estimation, a continued terrorist act. >> we'll know soon enough. bill, i remember speaking with you in this forum about ten years ago and the conversation went something like, if they wanted to, they could take someone to the mall of the americas or any big mall in the nation, they could put someone on a new york city subway, they could put someone on an amtrak train, three people shoot all at one time and disrupt the whole kit and caboodle and the discussion continued, but we're a free nation and there's a line and we have to be cautious about how much we lock ourselves down. it feels like this is another one of those moments. we have to be careful and not act ir radically or irrationally. >> shep, you're right. we do. it's a point well made. but we also have to fight back

whens these kinds of things occur with every tool that we have in our tool kit. to solve this and bring these people to justice and to stomp this out once and for all. this is ridiculous. we're so socially aware of not saying the wrong thing and the right thing. let's get with it and do something that's positive. >> well, i'm all for positive things. you wonder what can really be done in a law enforcement military way, and i say that because all of our leaders keep te telling us there may be short-term things to do but there's no long-term military solution. the solution is to expose the ideology for the fraud that it is. that's a long-term thing and it takes more than a few weeks or a few months. >> it sure does, shep. it's going to take a long time. but the bottom line is, we can't stop and start. starts to address it and then as it tapers off with no new incident we back off a little. we have to continue to push forward and defeat this horrible effect that is coming on

million the number of vehicles they say air bags can send chards of metal flying through the air. a jury convicted these security guards in connection with a mass shooting in iraq. the four americans work for the defense contractor known as blackwater. a federal judge ordered them jailed immediately as they await sentencing for the 2007 incident that killed 30 iraqis in baghdad. blackwater has changed its name to academy. continuing coverage of the shootings in canada right after this.

updating our top story today. you may have heard that this gunman who shot and killed the soldier who was standing at the war memorial in ottawa today, the person who did that was the sergeant at arms of the parliament and his name is kevin

vickers, a 58-year-old man who had been the sergeant at arms for a number of years. he had spent 29 years with the royal canadian mounted police and rose to the rank of chief of superintendent. he previously worked as an aide to comp for new brunswick's lieutenant governor. he had been in charge of taking care of wealthy and powerful people, heads of state and the rest, and he is there in parliament to keep the order within the house as an rcmp member he was responsible for security services provided for the queen and prince andrew and he today is the hero of canada as this gunman who had come in to parliament and fired according to one mp as many as 30 shots. it was this sergeant at arms, 58-year-old kevin vickers, who took him down and presumably prevented further carnage. i'm guessing we'll be hearing more about him in the days ahead because for many, he saved the day today in canada. we're also hearing from a lot of witnesses who were there at the time and so many of them members

of parliament. unusual something like this would be happening in such a place but it did today. so the first tweets we're getting were from elected officials. josh wingrove i heard dozens of shots and the smell of gun powder, heavy in the hallways right now. this was four hours ago. this from josh wingrove, ottawa police tactical officers here, kindly pointed their guns at every reporter ordering hands in the air and us to the ground telling the reporters get down. they did not know who else might be a gunman in that area. this one from an hour ago, tactical officers inside parliament building. this just one hour ago. one yelling down at us now asking, how many are here and whether we're all safe. and another one again from ottawa. our emergency operations center here in city hall is operational. i'm being briefed on all aspects of the emergency taking place right now. think of what they are going through in canada today. this nation that talkses so much about its politeness and safety

and calmness and lack of shootings and weapons, its desire not to be involved in war any more than necessary, it was the canadian parliament who said yes, we'll be involved with air strikes but there will be no boots on the ground and we will not be involved in syria and isis said, go attack people in canada. is that what happened today? we don't know yet. we know one gunman took out one soldier and one sergeant at arms took him out. one lawmaker said it took a long time for reality to sink in. >> it was just sort of like a pop pop pop. and my initial reaction this was construction and continued on my daily basis and then, of course, the security guard comes rushing down the halls and usher us all out the back door. you know, you don't actually react. you just do what you're expected to do and to be candid with you i didn't really have an emotional reaction until i got out on wellington street here and started looking at the police and paramedics and all of

the emergency response people and you start -- and the implications start to filter through and you start to think about what this could actually mean, both short term and long term. well, it does change everything. and i -- i know there will be huge pressure on the government and all the opposition parties to makes us more safe, whatever that means. what that reaction will be, whether it will be legislative or resources or what, i'm not in any position prepared to speculate on that. i do hope that we do have a thoughtful response. >> i do hope that we have a thoughtful response. in other words, that we don't go overboard and change the nation at its core and while security guards started moving people to safety, one reporter called out a camera.

and police tell us, as i mentioned earlier, that the sergeant at arms for parliament, shot and killed that suspect. this was after a shooting which killed the soldier at the war memorial across from parliament. 200 yards walk away. investigators say they have not ruled out the possibility of other shooters being involved. of course so far there's no indication of that. let's bring in michael, a former u.s. army intelligences officer, now a lecturer at the national defense university in d.c. but speaks only from self, not for the pentagon obviously. we don't know exactly what happened in canada today. we don't know exactly who is responsible. no claims of responsibility yet. but we know that the isis, the isis infrastructure, has said we're on the way. >> first off i would like to give my condolences to the family and loved one of the two

fallen canadian soldiers this week and best wishes to the one that's currently in the hospital. the thing about isis, the driver that actually ran over the canadian soldier was proclaimed a martyr by isis and fighter for the islamic state. we can't make it toos easy for isis to take credit for things that happen abroad and shouldn't give isis for most of the successes in iraq because they've constantly used other groups to gain that success. >> yet, isis is taking that credit and getting that credit because they seem to be very good at on-line social networking and they're drawing in recruits because of the credit they're getting and nobody is knocking that credit down. >> yeah, unfortunately it's going to be easier for them to get recruits to do attacks abroad than it is to do attacks in iraq and syria based on their -- their being pushed out of kobani, their loss of the mosul dam, and their failure to

maintain territory or keep it territory when they're confronted with a ground force in u.s. air strikes. we can't make it easier for them to do things abroad and recruit foreign fighters to do things abroad than in iraq and syria by giving them this much media coverage. >> i have to stop you there. that's not true. they have taken and gained and now control a lot of ground in iraq. they've taken and gained control of nothing in the united states or anywhere else in the west. to suggest they haven't been more successful in iraq and syria than the united states, come on now. >> well, that's not what i'm saying. >> that's what you've said. that's why i said it. >> the -- okay. the successes in iraq and syria have been per missive environments. because of this media coverage you're allowing the permissive environment for foreign fighters to say they're affiliated with isis or lone wolves when they're not. isis will still take credit for it. that's what i'm trying to say. >> the truth is, they are -- they and their followers and their people are rampaging across iraq and taking up

territory by the day. the reports out of there aren't inaccurate. the question is, who's going to stop them? it's not going to be american boots on the ground. the president has made that crystal clear. they talk about these others who are going to help us. i haven't seen any signs of that working. have you? >> the sunnis that help us defeat al qaeda in iraq, are the same sunnis we need now to defeat isis. the problem is they don't trust us nor do they trust the central government. we have to establish leverage in the sunni community in order to do that. absent their support you're right, isis will continue to gain ground but isis isn't alone. when they do take ground they take it with other sunni groups that are looking for return to power in baghdad. and not necessarily the established caliphate. >> good to talk to you. thanks very much, michael. >> more on the attack in canada right after this.

memorial. we've gotten official word from ottawa hospital's civic campus which got all the patients from the shooting. we know how many there were. the first patient came in at 10:20 a.m. local time. now about that patient they'll say nothing and they refer us to authorities at the department of national defense because the first patient that went in there was the patient shot by the sergeant at arms inside parliament. that patient later died. that patient is the suspect in the killing of the soldier at the national war memorial. the first patient 10:20 a.m. that patient is deceased and that was the suspect in this case. three more patients. one 17 minutes later, one an hour and a half later, and one 45 minutes after that. and all of those people had nonlife-threatening injuries. they're described as minor and not related to gunshots. in other words, they were -- there was panic or hurt in some other way but they were not shot. from everything we've been able to get from hospital and law enforcement well, have one

person shot and then the alleged shooter shot and killed by the sergeant at arms and that is it. it happened at the war memorial and then a walk 200 yards over to the parliament buildings and there were shots fired there but nobody hit. three people hurt in the middle of that and the gunman shot and killed by the sergeant at arms. that's the beginning, middle and end of all of this. of course they're still searching to make sure nobody else was involved but the initial reporting is, that there was but we're pretty sure there was nobody else. we're talking about one guy. one guy who is -- who has changed the focus of a nation for now and the foreseeable future. as canada will be reevaluating itself in the way it conducts itself internally and externally because of the actions of one man on one morning over a period of less than ten minutes. that's how fragile it all is. so at some point, our authorities warn us, at some
